Blockchain.com Enters Nigeria’s Crypto Regulatory Program

Cryptomart Team September 18, 2026 7 min read

Nigeria is becoming an important destination for global crypto companies. Blockchain.com has also taken another step into the country’s regulated digital asset market.

In August 2026, Nigeria’s Securities and Exchange Commission (SEC) admitted BC Access (Nigeria) Limited, the local entity associated with Blockchain.com, into its Accelerated Regulatory Incubation Programme, or ARIP.

The move gives Blockchain.com a structured route to operate within Nigeria’s regulatory framework while working directly with the SEC. However, the approval is not yet a full licence. Instead, it allows the company to operate within the defined scope of the ARIP programme, subject to regulatory conditions and ongoing compliance.

For a global crypto company with operations across multiple jurisdictions, entering ARIP is nevertheless a significant development. It shows that Nigeria is becoming part of the formal regulatory strategy for international digital asset businesses.

Blockchain.com Gets the Green Light for ARIP

The Nigerian SEC announced on August 13 that it had cleared three additional Virtual Asset Service Providers (VASPs) for admission into ARIP.

The group included Pisi Payments Solution Limited, BC Access (Nigeria) Limited and Yellow Card Financial Limited. BC Access represents Blockchain.com in the Nigerian market.

Under the programme, successful applicants receive an Approval-in-Principle (AIP). That approval confirms that the company has met the SEC’s requirements for admission into ARIP, but it remains conditional.

In other words, Blockchain.com can participate in the regulatory sandbox, but it still needs to meet applicable operational, compliance and supervisory requirements.

That distinction matters because Nigeria is not simply opening the door to crypto companies without conditions. Instead, the SEC is creating a controlled pathway for companies that want to build regulated digital asset businesses in the country.

What Exactly Is ARIP?

ARIP stands for the Accelerated Regulatory Incubation Programme.

The SEC designed the programme as a controlled regulatory environment for VASPs and other digital investment businesses. It gives regulators an opportunity to observe how new digital asset products operate in practice while companies receive guidance on regulatory expectations.

The programme covers areas such as governance, risk management, investor protection, reporting and operational controls.

More importantly, ARIP provides a pathway toward full registration. The SEC’s own framework explains that participating companies can move from initial assessment and Approval-in-Principle toward formal registration, provided they meet the required standards.

This makes ARIP different from a simple regulatory registration.

Instead, it functions more like a bridge between innovation and full regulatory supervision.

Blockchain.com Is Not the First Global Exchange to Enter

Blockchain.com is also not the only international crypto platform moving through Nigeria’s regulatory process.

Earlier in July, the SEC admitted Luno Fintech Nigeria Limited into ARIP alongside six other companies.

The July group included Bitbarter Technologies, Luno Fintech Nigeria, GetEquity, Koinkoin Global Network, Wrapped CBDC, Trovotech and Blockvault Custodian.

That development was followed by the August admission of Blockchain.com and Yellow Card.

Taken together, these approvals show a broader pattern: international and digital-asset-focused companies are increasingly seeking formal regulatory routes into Nigeria rather than operating outside the country’s developing framework.

Why Nigeria Matters to Global Crypto Companies

Nigeria has become one of Africa’s most important digital asset markets.

Crypto has increasingly become part of how people access, hold and transfer value, creating a large potential market for exchanges, payment platforms, custodians and other digital asset businesses.

For global companies, however, market demand is only one part of the equation.

Regulatory access matters just as much.

A company may have a large international user base, but entering a new market requires local compliance, operational controls and a clear understanding of how regulators classify and supervise digital asset activities.

Blockchain.com’s move into ARIP therefore represents more than geographic expansion.

It is also a regulatory strategy.

The SEC Wants Innovation Under Supervision

Nigeria’s approach is becoming clearer through ARIP.

Rather than treating crypto innovation as something that must remain outside the traditional financial system, the SEC is using controlled regulatory programmes to study new business models while maintaining investor protection requirements.

The regulator says ARIP allows it to assess novel digital asset technologies and business models in a controlled environment.

At the same time, the programme gives the SEC a chance to evaluate operational risks, investor protection measures and anti-money laundering standards before products and services reach the wider investing public.

That creates an interesting balance.

Crypto companies get a clearer path into the market, while regulators retain the ability to monitor their activities and impose conditions.

Blockchain.com Brings Global Regulatory Experience

Blockchain.com is also entering Nigeria with experience from other regulated markets.

According to the company, it has secured regulatory approvals and registrations in several jurisdictions, including the UK’s Financial Conduct Authority framework, the European Union’s Markets in Crypto-Assets regime and a Virtual Asset Service Provider licence from the Cayman Islands Monetary Authority.

That international experience could become relevant as the company works through Nigeria’s regulatory environment.

Every jurisdiction has different requirements, but global crypto businesses are increasingly having to build compliance systems that can operate across multiple regulatory frameworks.

Nigeria’s ARIP programme gives Blockchain.com another opportunity to develop that local regulatory infrastructure.

This Is About More Than Getting Permission

There is another reason the development matters.

Regulatory participation can influence how crypto companies build their products in a particular market.

Once a company enters a supervised framework, areas such as customer protection, compliance, transaction monitoring, operational resilience and risk management become part of the business model rather than something added later.

For Nigeria, that could help create a more structured digital asset market.

For international companies, it can also provide greater clarity around how they can operate locally.

The result is a more formal relationship between global crypto platforms and Nigerian regulators.

Nigeria Is Building a More Structured Crypto Market

Blockchain.com’s admission also comes as Nigeria continues expanding its regulatory infrastructure for digital assets.

The SEC has been using ARIP to onboard VASPs and fintech companies while gathering practical information about how digital asset businesses operate.

That information can help the regulator refine its rules over time.

In fact, the SEC’s ARIP framework explicitly describes the programme as a way to provide regulatory guidance and gather industry feedback that can inform future digital asset regulation.

As more companies enter the programme, the regulator gains more real-world experience with exchanges, payment providers, custodians and other digital asset models.

That could eventually make Nigeria’s crypto regulatory framework more detailed and predictable.

What Happens Next for Blockchain.com?

Blockchain.com’s ARIP admission should therefore be viewed as a step in the regulatory process rather than the end of it.

The company can operate within the programme’s defined scope, but it remains subject to the SEC’s conditions and ongoing supervision.

The next stage will depend on how Blockchain.com performs within the framework and whether it continues meeting the regulatory, operational and compliance requirements necessary for full registration.

For now, the important development is that one of the world’s established crypto companies has chosen to engage directly with Nigeria’s regulatory system.

That could become increasingly significant as global crypto businesses look for jurisdictions where digital asset activity can develop under clearer rules.

Why This Matters for the Global Crypto Industry

Blockchain.com’s move into ARIP highlights a broader shift in the crypto industry.

Global platforms are no longer dealing with regulation only after entering a market. Increasingly, regulatory access is becoming part of expansion strategy from the beginning.

Nigeria offers a useful example of that transition.

The country is building a framework that allows regulators to observe digital asset businesses while giving qualified companies a controlled route into the market.

Meanwhile, companies such as Blockchain.com and Luno are showing that international crypto platforms are willing to work within that framework.

The bigger question is what happens as more global players follow.

If Nigeria continues expanding its regulated digital asset ecosystem, ARIP could become an important gateway for international crypto companies seeking access to one of Africa’s largest and most active digital asset markets.

For Blockchain.com, the August approval does not represent the finish line.

It represents entry into the regulatory process.

And that distinction could be one of the most important parts of the story.
